Veteran Law Enforcement Officer Named SEPTA Transit Police Inspector

E. Teresa Peay-Clark Served 26 Years In Philadelphia Police Department

SEPTA is proud to announce the addition of veteran Philadelphia police officer E. Teresa Peay-Clark to the SEPTA Transit Police Department in the role of Inspector.

Prior to joining SEPTA, Inspector Clark was a member of Philadelphia Police Department for 26 years, achieving a variety of ranks and serving in a number of different roles.

“Inspector Clark will be a fantastic addition to the SEPTA Transit Police Department,” said SEPTA Transit Police Chief Thomas Nestel III. “She brings with her a wealth of experience and a reputation for being fair, trustworthy and dedicated to both the police department and the community.”

Inspector Clark began her law enforcement career in the 18th District of the Philadelphia Police Department. She went on to serve in roles throughout the department, including as a Sergeant in the Citywide Vice Enforcement Unit, the Special Investigations Bureau, and assistant to the Deputy Commissioner in the Internal Affairs Bureau.

In addition, as a Lieutenant, she served in the Special Investigations Bureau, Headquarters Investigation Unit, Dignitary Protection Unit, Mayor’s Security Detail, and the Philadelphia Police Academy. As a Captain, she was assigned to the Police Safety Office and the Advanced Training Unit.

Upon promotion to the rank of Staff Inspector, Clark was assigned to the Management Analysis and Compliance Unit and Internal Affairs Bureau. Advancing to the rank of Chief Inspector, she was assigned to the Narcotics Bureau, followed by assignment to the Special Investigations Bureau, and then to the Training and Education Services Bureau. Clark was the first African American woman to achieve the rank of Chief Inspector in the Philadelphia Police Department.

Inspector Clark has a Master’s Degree in Human Services from Lincoln University, and is a recipient of the University’s Lifelong Learning Award. She is an adjunct professor at Eastern University, teaching criminal investigation, and served for four years as president of the Minority Women In Policing organization. Inspector Clark also works as a mentor with children in Philadelphia public schools.
